I suspect my video card is the issue as well:
Diamond max ATI HD2400ProAGP w/v6.14.10.6719 proprietary drivers. I say that because they have not only discontinued this card but because they have also removed the one & only ^^ set of drivers for it from their site, and every time I have tried to use a different set, it crashes. Occasionally software refuses to install or run and it's ALWAYS a graphic type.
IE:
error at loading of ippIP library
no dll's found in the waterfall procedure

xp pro sp3 with amd athlon @2.33
I also have a geforce 6200 128mb agp card and have been considering using it instead. It may not support the latest DX environment but I only need it to play mkv's at best. I'm not a gamer at all. I'll try updating to the latest ati's but may end up swapping out for the nvidia.

This sounds like a dll is missing. I suspect that the Intel Performance Primitives library is trying to load a different dll for older Athlon-s that don't support the SSE2 instruction set.
I wrote some SSE code myself, so now I checked if I used any SSE2 instructions, and yes. So unfortunately this means that SSE2 instruction set is required at the moment.
