Scarab Labs

Based on the rave reviews on dpreview forum I downloaded and installed today. However program will not start. I keep getting the error/message "Scarab Darkroom requires OpenGL 1.2 support."

I have checked and I have the most current drivers installed for my HP dv5040us laptop.
The graphics chip is ATI Mobility Radeon Xpress 200 series. The driver version is 8.31.100.32

Just wondering if you could provide any suggestions.

No OpenGL 1.2 usually means that there is no hardware accelerated OpenGL driver.
I googled it and it seems like many people with that graphics chip have trouble with games that use OpenGL. And AMD/ATI doesn't seem to support it at all with their current drivers.
What you could try is installing this:
www.hardwareheaven.com/modtool.php
Then it should be possible to install the current ATI Catalyst driver.
